Public Safety HQ Faction

Public Safety HQ is where everyone starts their Devil Hunter journey. This faction feels more structured and peaceful compared to Yakuza, with organized divisions and clear progression.

The faction has 6 divisions you can join, though you can’t switch divisions once you pick one unless you wipe your character. Your division choice doesn’t really affect gameplay much – the main difference is your starter quest. Most of your work involves hunting devils, though sometimes you’ll need to fight other factions.

Public Safety HQ has 7 ranks that you unlock by completing quests and farming XP:

  • Rank 1: Trainee Hunter
  • Rank 2: Amateur Hunter
  • Rank 3: Junior Hunter
  • Rank 4: First Class Hunter
  • Rank 5: Senior Hunter
  • Rank 6: Semi Elite Hunter
  • Rank 7: Elite Hunter

The faction gives you access to three exclusive devil contracts : Curse Devil, Shark Devil, and Future Devil. These contracts are only available to humans – fiends and devils can’t form contracts with other devils.

Public Safety provides stable income through salaries and benefits. You get structured missions from division captains, and there’s a formal dress code to follow. The whole system is more beginner-friendly because it gives you clear guidelines and guaranteed wages instead of relying purely on bounties.

Yakuza Family Faction

The Yakuza Family is the opposite of Public Safety in almost every way. This faction is darker and more aggressive, focusing on eliminating humans and Public Safety members rather than devils.

You can find the Yakuza building near the Nara Cosmetics shop . Unlike Public Safety where you start automatically, joining Yakuza requires meeting specific conditions first.

To join the Yakuza Family, you must reach Junior Hunter rank in Public Safety first. Once you hit that rank, find the Yakuza Leader who will give you a quest with two tasks:

  • Eliminate 5 Public Safety members
  • Gather 80,000 money for the organization

After completing both tasks, you can officially join the Yakuza Family. But here’s the catch – once you join, you’re stuck forever . You can’t leave the faction or go back to Public Safety without wiping your entire character.

Joining Yakuza also locks you out of the Curse, Future, and Shark Devil contracts from Public Safety. You lose access to those powerful contracts permanently.

Yakuza Family has 5 ranks instead of Public Safety’s 7:

  • Rank 1: Sworn Brother
  • Rank 2: Senior Member
  • Rank 3: Lieutenant Assistant
  • Rank 4: Lieutenant
  • Rank 5: Senior Advisor

The Yakuza faction gives you three exclusive devil contracts : Snake Devil, Zombie Devil, and Katana Hybrid Devil. The Katana Hybrid Devil is extremely powerful right now and considered one of the best contracts in the game.

Which Faction Should You Choose?

You should join Public Safety HQ first, then create a second character slot for Yakuza Family . Here’s why this approach works best:

Public Safety HQ is essential for learning Devil Hunter’s mechanics. It teaches you combat basics, provides stable income while you’re learning, and introduces you to the division system. The structured missions help you understand how the game works without throwing you into the deep end.

The Yakuza faction also offers a different gameplay experience in the late game. If you’ve been hunting devils for a while, switching to hunting humans and Public Safety members adds variety and keeps things interesting. The permanent nature of joining Yakuza means you need to be absolutely sure before committing. Creating two character slots lets you experience both factions without losing access to either one’s exclusive contracts.

For your first character, stay in Public Safety until you’ve fully explored the division system and mastered the Curse and Future Devil contracts. Once you feel comfortable with the game, create a second slot and take that character through Public Safety just until Junior Hunter rank, then immediately join Yakuza.
